Under general supervision of the Education Administrator I of the Focused Monitoring and Technical Assistance I (FMTA I) Unit; the Associate Director of Data, Monitoring, and Local Educational Agency (LEA) Support; and the Director of the Special Education Division, the Education Programs Consultant works independently providing technical assistance and support related to the monitoring of special education compliance in assigned LEAs. The FMTA I Unit is responsible for completing Intensive Reviews, Significant Disproportionality reviews, monitoring compliance, and providing technical assistance to all interest-holders throughout California. Travel is required. It is essential that the Education Programs Consultant understands that they represent the state of California and the State Superintendent of Public Instruction.Mission Critical Duties include the following:
1. Lead and participate in monitoring reviews related to special education throughout the state of California. These reviews include providing direct support to LEAs, assisting LEAs to implement strategies to improve outcomes for students with disabilities, and monitoring corrective actions required by the California Department of Education.
2. Use internal and external data, educational research and analytical documents to understand where LEAs are struggling to implement the requirements of the Individuals with Disabilities Act and provide guidance related to best practices for students with disabilities.
3. Address inquiries via phone and email related to special education in general, and specifically in support of assigned LEAs.
4. Provide technical assistance, monitoring support and address general inquiries from LEAs and the general public related to the provision of special education and related services for students with disabilities.

Effective July 1, 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. TELEWORK OPTION

This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for eligible applicants residing in California. A hybrid telework schedule includes working remotely and physically reporting to the office.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
1. Minimum of a Bachelor’s Degree and possession of a current teaching credential or credentials in the following areas: Multiple Subjects teaching credential; Single Subjects teaching credential; Administrative credential.
2. At least 5 years of combined experience as a teacher or school administrator in the K-12 California public school system.
3. Experience analyzing data and educational research to support improved outcomes for K-12 students.
4. Solid writing and public speaking skills.
5. Experience as a school administrator desired, but not required.
